Justice France Charbonneau presides over the commission to examine the awarding and management of public contracts in Quebec's construction industry. This public inquiry was established in November 2011 by then Quebec Premier Jean Charest to address allegations of corruption and collusion in Quebec's construction industry and political party financing.

The witnesses for the morning session on March 14, 2013 were Charles Meunier (Engineer and former B.P.R. employee), André Noël (Investigator for the Commission), Domenic Dentico (witness for the Commission), Luce Beaudry (witness for the Commission), Stéphanie-Anne Garon (witness for the Commission) and Richard Dion (witness for the Commission).
