The commission hears testimony by Alexandra Labbé and Vincent Carignan (Quebec Confederation for Engineering Student Outreach), André Larocque (as an individual), Sylvie Dolbec (Alliance des professionnels et des professionnelles de la Ville de Québec), Marc-Antoine Dilhac (as an individual), and Christian Nadeau (as an individual).

Justice France Charbonneau presides over the commission established by Quebec Premier Jean Charest to examine the awarding and management of public contracts in Quebec's construction industry. Charest announced the creation of this inquiry in November 2011 to address allegations of corruption and collusion in the Quebec construction industry and political party financing.
