The commission hears testimony by Jean Paradis and André Lavoie (Canadian Institute of Quantity Surveyors - Quebec), André Émond and Martin Tremblay (Syndicat professionnel des scientifiques à pratique exclusive de Montréal), Gisèle Jolin and Marie Bourque (Syndicat des professionnelles et professionnels municipaux de Montréal), and Mario Lajeunesse (Association des ingénieurs municipaux du Québec) .

Justice France Charbonneau presides over the commission established by Quebec Premier Jean Charest to examine the awarding and management of public contracts in Quebec's construction industry. Charest announced the creation of this inquiry in November 2011 to address allegations of corruption and collusion in the Quebec construction industry and political party financing.
