Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Charles Guité

Commission Counsel Neil Finkelstein concludes direct examination of Charles (Chuck) Guité (former Director General of the Advertising and Public Opinion Research Sector (APORS) and Executive Director of the Communication Coordination Services Branch (CCSB) at Public Works and Government Services Canada). Brian Saunders (on behalf of the Attorney General of Canada) cross-examines the witness on the subjects of budget submissions to the Treasury Board, a 1996 audit of sponsorship activities conducted by Ernst & Young, and the findings of the 2003 report of the Auditor General. There is a procedural discussion about areas of questioning precluded by an anticipated criminal trial involving Mr. Guité.
