Witness: Bill Graham

Former Minister of Foreign Affairs Bill Graham continues testimony. Under direct examination by Commission Counsel Paul J. J. Cavalluzzo, the minister describes discussions with Farouk Al-Shara’a (the Syrian foreign minister), Colin Powell (United States Secretary of State), and others. There are also questions about Mr. Graham’s own knowledge of Mr. Arar’s mistreatment in Syria. In the course of his testimony, the minister refers to Mr. Arar’s situation as being “Kafka-esque.”
