The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witnesses: Stephen Yale-Loehr, Julia Hall

Commission Counsel Paul J. J. Cavalluzzo continues examination of Stephen Yale-Loehr (Adjunct Professor, Faculty of Law, Cornell University) and Julia Hall (Counsel and Researcher, Human Rights Watch). Mr. Yale-Loehr and Ms. Hall provide contextual evidence on the practice of extraordinary rendition and on American law governing Mr. Arar’s deportation to Syria. Discussion focuses on diplomatic assurances, removal procedures under American immigration law, the legal framework relevant to Mr. Arar’s removal from the United States, and the Monterey protocol between Canada and the U.S. Commission Counsel Brian Gover conducts examination of Mr. Yale-Loehr and Ms. Hall on the subject of watchlists.
