The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Donald Payne

Dr. Donald Payne (International Council for Torture Victims) provides contextual evidence on the physical and psychological impact of torture. Under examination by Commission Counsel Brian Gover, Dr. Payne speaks about the circumstances of torture, specific accounts of torture, the characterization of Mr. Arar’s own account of torture during his detention in Syria, the psychological effects of torture, treatment, and the reliability of information obtained under torture. Lorne Waldman (Counsel for Mr. Arar) and Simon Fothergill (for the Attorney General of Canada) conduct cross-examinations.
