Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witnesses: Gavin Stewart, Daniel Molgat

The Commission hears testimony by Gavin Stewart, who was Minister-Counsellor for Immigration and the individual responsible for the Canadian government’s consular division at the Canadian High Commission in London, United Kingdom, at the time of the bombing of Air India flight 182 in 1985. Under direct examination by Commission Lead Counsel Mark J. Freiman, Mr. Stewart speaks about consular services for Canadians in distress abroad, training provided to Canadian foreign service officers at the time of the bombing, and the Canadian government’s diplomatic response to the Air India disaster. Daniel Molgat, who was assistant deputy minister in charge of Europe for the Department of External Affairs until two weeks prior to the bombing, testifies about the Canadian diplomatic response to the disaster.
