Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: David Myer

The Commission hears testimony from David Myer (former Director General of Procurement in the Communication Coordination Services Branch (CCSB) of the Department of Public Works and Government Services). Under direct examination by Commission Counsel Neil Finkelstein, Mr. Myer describes disorganization within the branch and Charles Guité’s control over decisions related to the sponsorship program. There is a lengthy series of questions about invoices allegedly signed in violation of the Financial Administration Act.
