Witness: Ranald Quail

Ranald Quail (former Deputy Minister of the Department of Public Works and Government Services) continues testimony. Under direct examination by Commission Counsel Neil Finkelstein, Mr. Quail speaks about the findings of a 1996 Ernst & Young audit of Public Works advertising activities and about Charles Guité’s additional responsibility within the Communication Coordination Services Branch (CCSB) following its creation in 1997.
