Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: James Stobbe

The Commission hears testimony from James Stobbe (a former assistant deputy minister and senior financial officer for the Department of Public Works and Government Services). Under direct examination by Commission Counsel Neil Finkelstein, Mr. Stobbe speaks about his own budgetary responsibilities, about the unorthodoxy of Charles Guité’s reporting directly to the Public Works minister, and about Mr. Guité’s role in responding to the findings of a 1996 audit of sponsorship activities.
