Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Marc Lafrenière

The Commission hears testimony from Marc Lafrenière (former member of the Intergovernmental Affairs Secretariat in the Privy Council Office and the former executive director of the Canada Information Office (CIO)). Under direct examination by Commission Counsel Bernard Roy, Mr. Lafrenière speaks about the work of the Intergovernmental Affairs Secretariat prior to the 1995 referendum on Quebec sovereignty. He is asked about a series of submissions to the Treasury Board seeking funds for sponsorship activities beginning in early 1995.
