The Commission continues to hear testimony from Charles (Chuck) Guité (former Director General of the Advertising and Public Opinion Research Sector (APORS) and Executive Director of the Communication Coordination Services Branch (CCSB) at Public Works and Government Services Canada). Under direct examination by Commission Counsel Neil Finkelstein, Mr. Guité speaks about unsuccessful attempts to establish price as a criterion for the selection of advertising agencies. He recalls receiving direction on the awarding of sponsorship contracts from Jean Carle (the director of operations in the Prime Minister’s Office) and Jean Pelletier (Jean Chrétien’s chief of staff) beginning in 1996 and from Alfonso Gagliano (the minister of Public Works and Government Services) beginning in 1997. He is also asked about non-competitive processes for the awarding of sponsorship contracts.
