Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Charles Guité

The Commission continues to hear testimony from Charles (Chuck) Guité (former Director General of the Advertising and Public Opinion Research Sector (APORS) and Executive Director of the Communication Coordination Services Branch (CCSB) at Public Works and Government Services Canada). Under direct examination by Commission Counsel Neil Finkelstein, Mr. Guité denies regular ministerial involvement in the selection of advertising agencies. A lengthy discussion follows concerning the process for the selection of agencies for a 1994 Canada Savings Bonds advertising campaign.
