Commission Counsel Neil Finkelstein continues direct examination of Charles (Chuck) Guité (former Director General of the Advertising and Public Opinion Research Sector (APORS) and Executive Director of the Communication Coordination Services Branch (CCSB) at Public Works and Government Services Canada). Mr. Guité is asked about advertising agencies qualified to compete for sponsorship contracts, about the involvement of the Prime Minister’s Office (PMO) in the submission of budgets to the Treasury Board for approval, and about the appearance of Jean Chrétien’s signature on budget submissions.
