The Gomery Inquiry – November 2, 2004 (Part 1 of 3)

Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Mario Parent

Pierre Fournier (Counsel for Alfonso Gagliano) asks for the Commissioner’s assurance that he has not reached premature conclusions about Mr. Gagliano’s role in the sponsorship affair. Associate Commission Counsel Guy Cournoyer continues direct examination of Mario Parent (former advertising program co-ordinator in the Communication Coordination Services Branch (CCSB) of the Department of Public Works and Government Services). Mr. Parent describes signing invoices from advertising agencies based on assurances from Charles Guité that services had been delivered. He recalls his reluctance to question Mr. Guité’s assurances following the demotion of Allan Cutler. Mr. Parent is asked about anomalous contracts and invoices and about the unorthodoxy of Mr. Guité’s responsibility for both the awarding of sponsorship contracts and the signing of invoices.
