Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Jean Chrétien

The Commission hears testimony from Jean Chrétien, the former prime minister of Canada. In a lengthy opening statement, Mr. Chrétien speaks about his government’s decision to increase the visibility of the federal government in Quebec following the 1995 Quebec referendum on sovereignty and about his authorization of the use of the so-called Unity Fund for sponsorship activities. Commission Counsel Bernard Roy begins direct examination, asking about guidelines for the awarding of government contracts and about government advertising contracts prior to the 1995 referendum.
