Witness: David Dingwall

The Commission hears testimony from David Dingwall (former Minister of Public Works and Government Services), with Commission Counsel Neil Finkelstein conducting direct examination. Mr. Dingwall describes his professional relationship with Charles Guité and speaks about attempts to overhaul government advertising practices, including guidelines for the awarding of contracts, beginning in 1993.
