Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Jean-Marc Bard

The Commission hears testimony from Jean-Marc Bard (a former senior policy advisor to Alfonso Gagliano, the former Minister of Public Works and Government Services). Under examination by Associate Commission Counsel Guy Cournoyer, Mr. Bard describes meetings to discuss sponsorship requests with Mr. Gagliano and with employees of the Communication Coordination Services Branch (CCSB) of Public Works and Government Services Canada. He also speaks about meetings with the Prime Minister’s Office to discuss the budget for sponsorship activities and about his relationships with advertising executives such as Jean Lafleur.
