Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Marcel Massé

Associate Commission Counsel Guy Cournoyer enters into evidence a letter from the Commissioner to Alex Himelfarb (Clerk of the Privy Council) seeking the release of uncensored versions of secret cabinet documents. Mr. Cournoyer proceeds with examination of Marcel Massé (former Minister of Intergovernmental Affairs and former President of the Treasury Board). Mr. Massé’s testimony focuses on applications for sponsorship submitted to the Treasury Board and on Mr. Massé’s January 1996 report to the cabinet on national unity, which called for improved government communications in Quebec.
