Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witness: Henry Jensen

Henry Jensen (former Deputy Commissioner of Operations for the Royal Canadian Mounted Police (RCMP)) continues to testify before the Commission under direct examination by Commission Counsel Anil Kapoor. Mr. Kapoor asks Mr. Jensen about the relationship between the intelligence gathering and analysis activities of the Canadian Security Intelligence Service (CSIS) and the operations of the Royal Canadian Mounted Police (RCMP). Commissioner John C. Major briefly questions the witness. Mr. Jensen speaks about the Federal Law Enforcement Under Review (FLEUR) study conducted by the Solicitor General of Canada from 1984 to 1986 and about the impact of this study on policing operations. He also discusses CSIS’s difficulties in sharing useful intelligence with the RCMP and other police forces in the mid-1980s.
