The Commission hears testimony from Stephen Yale-Loehr (Adjunct Professor, Faculty of Law, Cornell University) and Julia Hall (Counsel and Researcher, Human Rights Watch). Under examination by Commission Counsel Paul J. J. Cavalluzzo, Mr. Yale-Loehr and Ms. Hall provide contextual evidence on the practice of extraordinary rendition and on American law governing Mr. Arar’s deportation to Syria. Discussion focuses on the definition of extraordinary rendition, the practice of rendition by the United States pre- and post-9/11, and obligations under international law concerning the prevention of torture.
