The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Flynt Leverett

Flynt Leverett (Senior Fellow, Saban Center for Middle East Policy, Brookings Institution) testifies after being questioned by counsel on the scope of his expertise. Under examination by Michel Décary (Counsel to Canadian consul Léo Martel and former Canadian Ambassador to Syria Franco Pillarella), Dr. Leverett speaks about diplomatic relations between Syria and the United States, Syria’s desire to share intelligence with the United States, and Syria’s human rights record. He offers a detailed assessment of the nature of consular access granted to Mr. Arar during his detention in Syria and of the actions of Canadian consular officials.
