The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Michel Cabana

Royal Canadian Mounted Police (RCMP) Inspector Michel Cabana testifies. Under direct examination by Commission Counsel Paul J. J. Cavalluzzo, Inspector Cabana describes post-9/11 changes in practice at the RCMP and the Canadian Security Intelligence Service (CSIS), including the launch of Project A-OCANADA, an Ottawa-based joint-force investigative team. He also discusses the suspension of normal restrictions on the RCMP’s sharing of information. In the course of Mr. Cabana’s testimony there is a discussion about evidence affected by claims of national security confidentiality.
