The Commission hears submissions as part of its mandate to recommend an arm’s-length review mechanism for the national security activities of the Royal Canadian Mounted Police (RCMP). Submissions are made by Paul Kennedy and Stephen McDonell (Commission for Public Complaints Against the RCMP).
