Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witnesses: Sheila Fraser, Ronald Campbell, Louise Bertrand

The Commission hears testimony on federal government advertising practices from a panel of witnesses from the Office of the Auditor General of Canada, including Sheila Fraser (Auditor General of Canada), Ronald Campbell (Accountant, Office of the Auditor General), and Louise Bertrand (Senior Director, Office of the Auditor General). Under direct examination by Associate Commission Counsel Guy Cournoyer, the witnesses describe the criteria and procedures for the Auditor General’s audit of advertising activities in 2003. They speak about problems with the selection of agencies, including anomalies in the awarding of a 1994 Tourism Canada advertising contract to Vickers & Benson and BCP Limited.
