Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: John Hayter

The Commission hears testimony from John Hayter (owner of the Vickers & Benson advertising agency) following an unsuccessful request by Andrew Skinner (Counsel for Mr. Hayter) for a publication ban on evidence relating to the sale of Vickers & Benson to the French agency Havas. Commission Counsel Marie Cossette proceeds with direct examination of Mr. Hayter, who describes the corporate history of Vickers & Benson, commissions charged on government contracts, and the subcontracting of work to subsidiaries.
