Witness: Maureen Girvan

Commission Counsel Marc David begins examination of Maureen Girvan (former manager of the Consular Services Section of the Canadian Consulate General in New York). Ms. Girvan describes the organization and practices of Canadian consular services in the United States and the function of Case Management (CAMANT) notes. She recounts steps taken to locate Mr. Arar after he was reported missing in September 2002.
