The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Gar Pardy

Following a procedural discussion, the Commission hears testimony by Henry Garfield (Gar) Pardy (former Director General of Consular Affairs, Department of Foreign Affairs and International Trade (DFAIT)). Under examination by Commission Counsel Paul J. J. Cavalluzzo, Mr. Pardy speaks about the organization and practices of Canadian consular services, provisions in the Vienna Convention on Consular Relations, DFAIT’s response to the United States’ implementation of the Patriot Act, the practice of extraordinary rendition, and the nature of communication between Consular Affairs and the Royal Canadian Mounted Police (RCMP).
