William Warden (a former employee of the Department of External Affairs and Canada’s High Commissioner in New Delhi, India, from 1983 to 1986) testifies under direct examination by Mark J. Freiman (Commission Lead Counsel) about the state of Canada-India relations when he became High Commissioner to India in 1983. He also speaks about the understanding of Sikh extremism by Canadian officials, Canada’s response to Sikh extremism, and related issues.
