Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witness: Diane Lafleur

Diane Lafleur (director of the financial sector division, Department of Finance) testifies under direct examination by Commission Counsel Roger Bilodeau. Mr. Bilodeau asks Ms. Lafleur a series of questions related to her work developing policies to combat terrorist financing. The witness discusses efforts to protect the financial sector from illicit uses such as terrorist financing. She gives a slide presentation on Canada’s Anti-Money Laundering/Anti-Terrorist Financing Initiative, the Proceeds of Crime and Terrorist Financing Act, the Financial Action Task Force, and various other government initiatives to combat terrorism and terrorist financing. Richard P. Quance (Counsel for the Family Members of the Crew Member Victims of Air India Flight 182, and Indian Nationals) cross-examines Ms. Lafleur. Mr. Quance asks the witness about the Financial Transactions Reports Analysis Centre of Canada (FINTRAC) and about prosecutions resulting from information provided to police by FINTRAC. Roger Leclaire (Counsel for the Attorney General of Canada) cross-examines the witness. Mr. Bilodeau asks some brief follow-up questions.
