Witness: Daryl Zelmer

Daryl Zelmer (a former member of the threat assessment unit of the Canadian Security Intelligence Service (CSIS)) testifies. Under direct examination by Mark J. Freiman (Commission Lead Counsel), Mr. Zelmer speaks about the process of writing threat assessments. He describes his role in producing threat assessments related to the Canadian Sikh community’s reaction to the 1984 storming of the Golden Temple by the Indian government. He is also asked about the typical timeframe for CSIS’s obtaining of warrants for surveillance. Norman Boxall (Counsel for the Air India Victims’ Families Association) cross-examines Mr. Zelmer on these matters.
