The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Bill Graham

The Commission continues to hear testimony from Bill Graham, the former minister of Foreign Affairs. Under examination by Commission Counsel Paul J. J. Cavalluzzo, Mr. Graham describes correspondence with Colin Powell (United States Secretary of State) and Farouk Al-Shara’a (the Syrian foreign minister), a lack of adequate briefings from the Canadian Security Intelligence Service (CSIS) and the Royal Canadian Mounted Police (RCMP), and efforts to achieve a consistent message in communication with the Syrians about Mr. Arar.
