Henry Garfield (Gar) Pardy (former Director General of Consular Affairs, Department of Foreign Affairs and International Trade (DFAIT)) continues testimony. Under examination by Commission Counsel Paul J. J. Cavalluzzo, Mr. Pardy speaks about consular visits to Mr. Arar in Syria by Léo Martel, conflicting goals and messages being sent by Consular Affairs, the Canadian Security Intelligence Service (CSIS), and the Royal Canadian Mounted Police (RCMP), the role of Bill Graham (Minister of Foreign Affairs), and ongoing contact with Monia Mazigh (Mr. Arar’s spouse).
