The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witnesses: Rick Flewelling, Pierre De Bané

Norman Boxall (Counsel for Michel Cabana) concludes cross-examination of Rick Flewelling (Criminal Intelligence Branch, National Security Offences Section, Royal Canadian Mounted Police (RCMP)). Simon Fothergill (Counsel for the Attorney General of Canada) cross-examines Mr. Flewelling. Testimony focuses on the loosening of restrictions on information-sharing between the RCMP and foreign agencies. Mr. Fothergill also asks about negotiations with the United States during the course of Mr. Arar’s detention in New York in October 2002. There is a brief re-examination by Commission Counsel Paul J. J. Cavalluzzo. Commission Counsel Marc David conducts a brief re-examination of Senator Pierre De Bané. Senator De Bané is asked about details of a July 2003 meeting with Gar Pardy at the Department of Foreign Affairs (DFAIT).
