Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witness: Ron Dicks

Commission Counsel Anil Kapoor makes brief procedural remarks. Ron Dicks (a former member of the Royal Canadian Mounted Police (RCMP) and officer in charge of the RCMP investigation into the bombing of Air India flight 182) testifies under direct examination by Mr. Kapoor. Mr. Dicks is asked about the relationship between the RCMP and the Canadian Security Intelligence Service (CSIS), the RCMP–CSIS liaison program, and the so-called “need to know” principle for the exchange of information within and between CSIS and the RCMP. He is also asked about his attempts to obtain information from CSIS on individuals suspected of involvement in the bombing of Air India flight 182.
