Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney

The Commission continues with the policy review phase of its inquiry, hearing from a panel of experts on the practical aspects of implementing and enforcing ethics and lobbying rules. Participants include Mary Dawson (Conflict of Interest and Ethics Commissioner of Canada), Paul Fraser (Conflict of Interest Commissioner of British Columbia), Lynn Morrison (acting Integrity Commissioner of Ontario), and Karen Shepherd (interim federal Commissioner of Lobbying). Commission Counsel Nancy Brooks moderates. The panellists describe their own mandates and speak about the distinction between real and apparent conflicts of interest, policy and rules governing former holders of public office, and recourse in instances of ethics violations by former holders of public office.
