The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Gar Pardy

Commission Counsel Paul J. J. Cavalluzzo concludes examination of Henry Garfield (Gar) Pardy (former Director General of Consular Affairs, Department of Foreign Affairs and International Trade (DFAIT)). Mr. Pardy speaks about communication between American officials and the Royal Canadian Mounted Police (RCMP). He also responds to Senator Pierre De Bané’s claim that the United States opted to deport Mr. Arar to Syria following Canada’s refusal to guarantee his arrest. Under cross-examination by Marlys Edwardh (Counsel for Mr. Arar), Mr. Pardy is again asked about claims that the U. S. deported Mr. Arar because Canada could not guarantee his arrest. He is also asked about mixed messages being sent to the Syrians by different Canadian agencies.
