Henry Hogger (former British Ambassador to Syria) testifies. Under examination by Michel Décary (Counsel to Canadian consul Léo Martel and former Canadian Ambassador to Syria Franco Pillarella), Mr. Hogger speaks about Syria’s human rights record, the nature of consular access granted to Mr. Arar by the Syrians, British consular training and practices, and diplomatic relations with Syria.
