Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witnesses: Richard Robesco, Laurent Marcoux, Jodi Redmond, Stephen Wallace

The Commission hears testimony from a panel of federal public servants, including Richard Robesco (acting Senior Director, Communications Procurement Directorate), Laurent Marcoux (Director General, Public Opinion Research and Advertising Coordination, Government Information Services Branch (GISB)), Jodi Redmond (Director, Strategic Communications Planning in the Communications and Consultation Secretariat of the Privy Council Office), and Stephen Wallace (acting Assistant Secretary, Government Operations Sector, Treasury Board). Under direct examination by Associate Commission Counsel Guy Cournoyer, the witnesses speak about changes to government advertising policy and procedure following the 2004 report of the Auditor General, including the implementation of the Management Accountability Framework, enforcement of the Financial Administration Act, and new criteria and processes for the selection of advertising agencies.
