The Commission continues to hear closing oral arguments. Jean-Daniel Bélanger makes closing arguments on behalf of the Public Service Integrity Office, focusing on reluctance among public servants to report problems. Clément Groleau, counsel for the Bloc Québécois, presents an argument in which he alleges the existence of a widespread scandal with clear political direction. Arthur Hamilton and Brian Mitchell present closing arguments for the Conservative Party of Canada, alleging the use of improper political influence to benefit the Quebec wing of the Liberal Party of Canada.
