Witnesses: Terry de March, Donna Walsh, Maurice Klein

Roger Leclaire (Counsel for the Attorney General of Canada) makes brief remarks about legal constraints affecting the day’s testimony. Terry de March (Acting Director-General of the Charities Directorate, Canada Revenue Agency (CRA)), Donna Walsh (Director of the Review and Analysis Division, Charities Directorate, CRA), and Maurice Klein (Senior Advisor on Anti-Terrorism, Charities Directorate, CRA) testify as a panel under direct examination by Commission Counsel Roger Bilodeau. Ms. Walsh gives a slide presentation on Canada’s regulatory framework for registered charities in Canada. Mr. Bilodeau asks the witnesses about their work in relation to efforts to combat terrorist financing and about the relationship between the CRA and the Financial Transactions Reports Analysis Centre of Canada (FINTRAC). Commissioner John C. Major asks the witnesses some brief questions.
