Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witness: Paul Coffin

Commission Counsel Marie Cossette continues direct examination of Paul Coffin (the founder and owner of Coffin Communication). Mr. Coffin is asked about the selection of agencies for government sponsorship contracts and he is questioned in detail about various sponsorship contracts. He recalls his agency’s serving as a front for Groupe BCP for an advertising campaign concerning the Clarity Act. Under intense questioning by the Commissioner, Mr. Coffin recalls Charles Guité’s instructions to produce “phony” invoices billing production charges as hourly rates.
