Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witnesses: Julie Morin, Deanna Monaghan, Madeleine Brillant

The Commission hears testimony from a panel of staff of Ernst & Young, including Julie Morin (former manager), Deanna Monaghan (partner), and Madeleine Brillant (former senior manager). Under direct examination by Commission Counsel Neil Finkelstein, the witnesses give a detailed account of a 1996 compliance audit of sponsorship contracts. They describe finding instances of substantial non-compliance with rules and policies for the awarding of contracts.
