Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witnesses: Janet Labelle, Norman Steinberg, Steven Turner, Raoul Solon, Jim Hamer

The Commission hears testimony from a panel of internal auditors from the Department of Public Works and Government Services, including Janet Labelle (Manager, Fraud Investigations and Internal Disclosures Directorate), Norman Steinberg (Director General of Audit and Ethics), Steven Turner (former member, Audit and Review Branch), Raoul Solon (former Assistant Director, Audit and Review Branch), and Jim Hamer (former Audit Manager). Under examination by Commission Counsel Neil Finkelstein, the witnesses describe auditors’ interviews with staff of the Advertising and Public Opinion Research branch (APORS) and complaints made by employee Allan Cutler concerning anomalies in sponsorship contracts.
