Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witnesses: Julie Morin, Deanna Monaghan, Madeleine Brillant

The Commission continues to hear testimony from a panel of staff of Ernst & Young on the subject of a 1996 compliance audit of sponsorship contracts. Under examination by James O’Grady (Counsel for Ernst & Young), witnesses Julie Morin (former manager), Deanna Monaghan (partner), and Madeleine Brillant (former senior manager) describe the government’s response to the audit and its recommendations. The witnesses are asked to account for differences between the final audit report and a more harshly worded draft version. They also describe in detail their findings of non-compliance with rules and policies for the awarding of sponsorship contracts. Commission Counsel Neil Finkelstein begins re-examination.
