Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witness: Keith M. Morrill

Keith M. Morrill (Director of the Criminal Security and Treaty Law Division, Department of Foreign Affairs and International Trade (DFAIT)) testifies under direct examination by Commission Counsel Roger Bilodeau. Mr. Bilodeau asks about the importance of terrorism and terrorism financing in Mr. Morrill’s work for DFAIT and about various international instruments used to combat terrorism. Mr. Morrill discusses the United Nations International Convention for the Suppression of the Financing of Terrorism, the problem of defining terrorism, and consequent problems with combating terrorist financing. Commissioner John C. Major asks the witness brief questions and there is a cross-examination by Richard P. Quance (Counsel for the Family Members of the Crew Member Victims of Air India Flight 182, and Indian Nationals).
