Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witnesses: Sheila Fraser, Shahid Minto, Ronald Campbell, Louise Bertrand

The Commission continues to hear testimony from a panel of witnesses from the Office of the Auditor General of Canada, including Sheila Fraser (Auditor General of Canada), Shahid Minto (Assistant Auditor General), Ronald Campbell (Accountant, Office of the Auditor General), and Louise Bertrand (Senior Director, Office of the Auditor General). Under direct examination by Commission Counsel Neil Finkelstein, the witnesses describe anomalies identified in case studies in the Auditor General’s 2003 report on sponsorship activities, including “fictitious invoices,” contract and accounting irregularities, and a lack of documentation.
