Commission Counsel Neil Finkelstein conducts examination of a panel of Privy Council Office staff, including Alex Himelfarb (Clerk of the Privy Council and Secretary to the Cabinet), Kathy O’Hara (Deputy Secretary to the Cabinet, Machinery of Government), and Michael Wernick (Deputy Secretary to the Cabinet, Plans and Consultations). Mr. Himelfarb speaks at length about principles of ministerial accountability and about the role of the Prime Minister’s Office and Privy Council Office in policy development.
