Commission of Inquiry into the Sponsorship Program and Advertising Activities

Witnesses: Jim Judd, Mike Joyce, Susan Cartwright, Jane Cochran, Jim Libbey

The Commissioner issues a ruling granting full standing to the Office of the Auditor General and intervenor standing to the Liberal Party of Canada. There is a procedural discussion about evidence and the disclosure of documents. The Commission hears testimony from a panel of members of the Treasury Board Secretariat, including Jim Judd (Secretary of the Treasury Board), Mike Joyce (Assistant Secretary, Expenditure Operations and Reporting Sector), Susan Cartwright (Assistant Secretary for Government Operations), Jane Cochran (Executive Director, Procurement and Project Management Policies), and Jim Libbey (Executive Director, Strategic Systems Infrastructure, Office of the Comptroller General). Under direct examination by Commission Counsel Neil Finkelstein, the witnesses describe the organization and mandate of the Treasury Board in overseeing management of the expenditures, performance, and human resources of the federal public service.
